SBIR and STTR lapsed on October 1, 2025 and were reauthorized in March 2026 (S. 3971) for five years. The programs are active again and NIH has resumed issuing funding opportunities. Phase I awards run around $323,090 and Phase II around $2,153,927 at NIH.

1. Is your company a for-profit business with a place of business in the United States?

Non-profits can only take part as an STTR research-institution partner, not as the applicant.

2. Including all affiliates, does your company have 500 or fewer employees?

Headcount only, no revenue limit. Affiliates you own or control count too. Part-time and foreign staff are included.

3. Which best describes your ownership?

This is the rule most startups get wrong. Pick the closest match.

4. Will your Principal Investigator be more than 50% employed by your company during the project?

This is the SBIR rule. For STTR the PI can instead be employed by your research-institution partner.

5. Will the research and development work be performed in the United States?

Required. A foreign site is only allowed with a case-by-case waiver and strong scientific justification.
